Zoning & Placement

Bellevue adopted middle-housing and ADU code amendments in 2025 to comply with HB 1110 and HB 1337. In former single-family districts (R-1 through R-7.5), property owners can now build up to four units per lot — or six units per lot within a quarter-mile walk of a major transit stop, or when two of the units are income-restricted. Housing types include duplexes, triplexes, fourplexes, cottage clusters, townhouses, and stacked flats.

Separately, HB 1337 requires Bellevue to allow up to two ADUs per lot on any legally established single-family parcel, with a 1,000 sq ft minimum allowance per ADU, no owner-occupancy requirement, and capped impact fees.
