Zoning & Placement

Houston is the largest US city without formal zoning, which makes it one of the most flexible environments for tiny home placement on foundations. In 2013, Houston lowered its minimum residential lot size to 1,400 sq ft citywide, and state-level SB 15 (effective September 1, 2025) further bars the city from requiring lots larger than 3,000 sq ft in new subdivisions of 5+ acres. A permitted accessory dwelling unit up to 900 sq ft is allowed on most single-family lots, with a 5-foot minimum setback from rear and side property lines. SB 673 (2025) additionally preserves ADU rights statewide.

The absence of zoning does not mean absence of rules.
