State-level SB 15 (effective September 1, 2025) applies to Fort Worth, barring lot-size minimums above 3,000 sq ft in new subdivisions of 5+ acres, and SB 673 (2025) preserves ADU rights statewide. THOWs are classified as recreational vehicles and cannot serve as a full-time residence on a standard residential lot inside the city. Foundation-built tiny homes meeting IRC standards and zoning setbacks qualify as secondary dwelling units. Rural placement in Parker, Wise, or Johnson counties offers the most permissive path for THOW residents.
