Why East Honolulu

East Honolulu is low-density by Oahu standards — Hawaii Kai marinas, Aina Haina schools, and Niu Valley quiet. Tiny-home activity here is almost entirely ohana or ADU placements for aging parents or adult children priced out of the primary market. Lots are generally larger than in urban Honolulu, which opens the door to the full 800 sq ft ADU. Climate is consistently warm and humid, with afternoon trade-wind showers and a salt-air environment that drives up exterior finish costs.

Zoning & Placement

East Honolulu — Hawaii Kai, Aina Haina, Kuliouou, Niu Valley, Portlock — falls under the same City and County of Honolulu zoning regime as the rest of Oahu. As of April 2026, Ordinance 25-2 (effective September 30, 2025) allows a single-family lot to host both an ADU and an ohana dwelling for up to three units, and statewide Act 39 (HRS 46-4.8, 2024) requires Honolulu to allow at least two ADUs on residential lots by December 31, 2026, with the owner-occupancy requirement dropped for that baseline and a 1,250 sq ft cap per unit.

Most East Honolulu parcels sit in R-5, R-7.5, or R-10 zones, which permit ADUs of 400–800 sq ft depending on lot size and require a minimum lot of 3,500 sq ft. Honolulu has not adopted IRC Appendix Q, so foundation tiny homes are permitted as full residential dwellings under the 2018 IRC. Parking must be added on-site except within a half-mile of the Skyline rail, which does not yet reach East Honolulu. Short-term rental is prohibited; minimum lease is six months.

Verify current requirements with your local planning department before purchasing land or beginning construction.

What to verify locally

  • Confirm whether your tiny home will be treated as an ADU, a site-built dwelling, or a recreational vehicle.
  • Ask about utility hookup requirements, especially sewer, electrical service, and emergency-access setbacks.
  • Check whether long-term occupancy is allowed on the lot type you are considering.
  • Verify minimum square footage requirements for your zone classification.

ADU & Backyard Tiny Homes

East Honolulu parcels follow Honolulu's ADU rules: up to 400 sq ft on lots under 5,000 sq ft and up to 800 sq ft on lots 5,000 sq ft or larger, with a 3,500 sq ft minimum lot size. Under Ordinance 25-2, a lot may now carry both an ADU and a separate ohana unit. Owner-occupancy is still required for standard ADU permits; Act 39 lifts it for the statewide two-ADU baseline by end of 2026.

Where to Park

Communities, RV parks, and parking options in and near East Honolulu.

East Honolulu offers almost no THOW options. As elsewhere on Oahu, a tiny house on wheels is classified as an RV under Hawaii DMV rules and is limited to 30-day parking outside licensed mobile home parks, of which East Honolulu has none. Residential streets are actively enforced, so practical THOW living here is not realistic. Typical lot or driveway rent for an accessory unit runs $1,000–$1,500+/mo, reflecting Hawaii Kai and Aina Haina land values.

Common Questions

Can I park a THOW in my East Honolulu driveway full-time?

No. Hawaii law treats THOWs as RVs with a 30-day limit outside licensed parks, and East Honolulu has none. Most owners pursue a foundation ADU.

How big can my ADU be on a typical Hawaii Kai lot?

800 sq ft is the cap for lots of 5,000 sq ft or more, which covers most Hawaii Kai parcels. Act 39 allows up to 1,250 sq ft in principle, but Honolulu still applies the tighter 800 sq ft cap as of April 2026.

Can I add both an ADU and an ohana unit?

Yes, under Ordinance 25-2 (effective September 2025) a single-family lot on Oahu can host both — up to three total units — subject to zoning, parking, and lot size.

Do I need owner-occupancy?

For ordinary ADU permits, yes. The two-ADU baseline Hawaii must offer by end of 2026 under Act 39 does not require owner-occupancy.
