Zoning & Placement

The City of Los Angeles permits Movable Tiny Houses (MTHs) — its official term for tiny homes on wheels — as a type of Accessory Dwelling Unit (ADU) under Los Angeles Municipal Code (LAMC) Section 12.22A.33, adopted via Ordinance 186,481 (effective December 19, 2019). MTHs are processed through a ministerial permit with the Los Angeles Department of Building and Safety (LADBS) and are treated as ADUs, not as RVs or manufactured homes. To qualify, an MTH must be registered with the California DMV and must meet either ANSI 119.5 or NFPA 1192 standards, certified by a third party. The habitable space range is 150 to 430 square feet. Structures must sit on a load-bearing surface (concrete, paved, or compacted gravel), maintain minimum 4-foot rear and side yard setbacks, and may not be placed between the primary dwelling and the front street. Wheels must remain on the unit. MTHs are permitted on single-family lots only — not on multi-family parcels — and only where an existing primary dwelling unit is present, as of December 2019.

Under LAMC 12.22A.33 and updated California state law effective January 2026 (through 2025 ADU legislation), the city must allow one attached ADU, one detached ADU, and one JADU on a single-family lot. LADBS is required to process compliant ADU permits within 60 days. Owner-occupancy requirements are limited under state law to JADUs sharing bathroom facilities with the primary dwelling. LA County also updated its ADU ordinance effective August 28, 2025 to align with state requirements.
